Commissioner Quinton Stovell, a Bermuda Registered Professional Surveyor since 2003, brings a wealth of relevant professional expertise to the Commission of Inquiry.
Mr. Stovell, who in 1989 graduated from Howard University with a Bachelor of Science degree in Mechanical Engineering, has never been content to settle. Indeed, to ensure that his professional knowledge base has both widened and deepened over the years, Mr. Stovell has attained a number of licensures and certifications which include, but are not limited to: Fourth Class Power Engineering Licence, Third Class Power Engineering Licence, Air Conditioning and Refrigeration certificates (I and II), Certified Automated Logic Technician and Certified AutoCAD Technician.
Mr. Stovell commenced his professional career as a Surveying Assistant with the Ministry of Works and Engineering; there, his responsibilities included drafting, carrying out surveys and assisting professional surveyors. One of his most significant accomplishments was being appointed as the site surveyor for the Boaz Island Village, which at the time was the largest proposed residential development in Bermuda. Mr. Stovell went on to work in both the public and private sector over the next several years, but always felt a strong desire to establish his own business.
Thus, in 1999 he created his own company, Q-Ship Enterprises Ltd. (now Q-Ship Ltd.). Since its inception, Q-Ship has had as its focus: land surveying, project management and engineering consultancy. In his role as company President, Mr. Stovell directs the strategic and long-term objectives of the company. His specific responsibilities include all aspects of land surveying, property subdivision, project management and mechanical engineering consultancy. In addition, he manages the daily and weekly operations of the company’s three survey crews.
From 2003 until 2015, Mr. Stovell served as a member of the Professional Surveyors Registration Council, which is the statutory body which vets and grants all Bermuda professional survey registrations for all disciples, and which is also responsible for maintaining the Professional Surveyors Registry.
