Commissioner Maxine L. Binns is a Barrister and Attorney, who was admitted to the England and Wales Bar and the Bermuda Bar in 2004.
Prior to becoming a Barrister, Mrs. Binns had extensive experience in the legal field, having worked for many years at various local law firms. As a Corporate Group Manager at Appleby, she participated in commercial shipping and aviation transactions relating to financing, acquisitions, leasing and registrations of such vessels and aircraft, in Bermuda or in other overseas jurisdictions.
Upon attaining her professional legal qualifications, Mrs. Binns returned to Appleby as a Legal Counsel specializing in trust and estate matters. She has also worked as a Legal Counsel for HSBC Bank Bermuda Limited in the Private Banking Division. Mrs. Binns then set up as a sole practitioner, providing consultancy services relating to local estate planning and corporate matters generally.
More recently, Mrs. Binns worked with the Business Development Unit, a unit of the Cabinet Office of the Bermuda Government. She participated in various legislative reforms and new initiatives relating, for example, to: (re)domiciliations and conversions of Bermuda registered entities; introduction of two new corporate structures (namely, the incorporated segregated accounts company and the limited liability company (LLC)); and introduction of new types of businesses (such as digital assets and fintech businesses). Further, Mrs Binns recently participated in establishing Bermuda’s beneficial ownership and economic substance regimes, through collaboration with various governmental and non-governmental bodies, overseas legal consultants and representatives of global standard-setting bodies, such as the Organization for Economic Co-operation and Development and the European Union.
